Thanks for your concern, it's much appreciated.
The documentation that explains everything and particularly how files
can be accessed is available from http://d-i.alioth.debian.org/doc/i18n/
This documentation also explains how things are organized which also
helps in understanding how to checkout/commit/etc.
I'd also recommend joining the debian-l10n-romanian mailing list on
http://lists.debian.org, where people working on Romanian localization
in Debian are working (unfortunately, this effort seems somehow
stalled these days...good opportunity to revive it!).
Feel free to ask me for more details (eventually leaving the mailing
list CC'ed).
