[release-notes] [INTL:pt_BR] Brazilian Portuguese translation update of release-notes

Dear maintainer,

Please consider update Brazilian Portuguese translation of
release-notes using attached updated docbook files.

If prefer this files can bee checkout from Debian-BR svn[1]

All translations and proof-reads process was made through
debian-l10n-portuguese as you can see here[2].

I already have tested as below and didn't get any error but I
couldn't generate PDF file, even with old translation, as you can see
in log below too.

I don't understand why even dblatex being configured (via Makefile)
with correct utf-8 parameters the stdin.toc file is generated in latin1
encoding, as you can see attached.

I can give more information if necessary.
