I don't think all plugin packages should have "Enhances", as long as
the policy states.

The only thing about Enhances in the policy is, "Enhances appears in
the recommending package's control file", in the section 7.2.

Evince does not (and should not) recommend evince-hwp. So I think
Enhances is not for this case.
