Could you kindly be more precise? Which version of manpages-de do you
have installed?

I just checked our sources and $ dpkg -L manpages-de|grep rename
/usr/share/man/de/man1/rename.ul.1.gz

So at least in testing everything is fine.

Note that manpages-l10n takes great care to only translate man pages
which are available in the respective distribution (but not
necessarily on your specific system).
