The maintainer receive the bug reports about a package, but you can
subscribe to a package via tracker.debian.org

It's useless to fix in manpages-fr-extra, because there won't be any
new upload.
You can fix it in the upcoming manpages-l10n package, and then close
the bug report with an explanation that the fix is in the new package.
