Hi David,
I'm not sure if I understand correctly what you want to say.
Do you mean that the separate package manpages-fr-extra should stay as a separate package? If so, please note that all existing translations from manpages-fr-extra have been imported into manpages-l10n, so I thought that we could supersede and remove manpages-fr-extra.
If this is not wanted, I can of course remove those translations, so that manpages-fr-extra can still exist as an own project.
Regarding the version number: I've added a special case for manpages-fr-extra in d/rules, so that the new version number of that package is greater than the current version in unstable (20200406 vs. 20151231).
Please tell me if the French translation team would like to keep manpages-fr-extra, I certainly don't want to step on anyone's toes.
