Bug#767636: phabricator: Wrongly named French and Japanese debconf translations

Hello,

This package contains debian/po/fr.pot and debian/po/ja.pot. Sadly
translaiton files should be named "fr.po" and "ja.po" and shouldn't
use .pot extensions.

As is, the translations are not used at all.
