For a long time now, master has not been the primary bugs.debian.org host.
After the service had moved to spohr, master was set up as a mirror of the raw
data.

After a bit of time, a second mirror was set up on merkel.debian.org, as that
machine had more space, and is a more capable machine.

The services that ran on master should have had enough time to migrate to
merkel(which is developer access).  The ldap gateway, and testing no longer
run on master.  Neither do the scripts that feed britney(what drives testing
migration).

Since master is continuing to have disk space issues, the bug mirror on master
is going away as of tonight.  /org/bugs.debian.org/spool/ will be emptied out,
and a README will be placed in that directory, pointed people to merkel.

This will free up 14g, and should hold until the new disk array is ready.
