Well, I suppose "Otherwise" is a less common word, but "Until
restarting" strikes me as unidiomatic for reasons I can't put my
finger on.  You can say "Until being restarted" or "Until restarted",
but I don't much like those either - going via a passive seems
unlikely to simplify things.

Maybe "Until then, they/the services will remain vulnerable..."?

(Or stick to "Otherwise".)
