To my ear "Such-and-such objective requires doing X" sounds fine, and
the only trouble here is that the reader has to pause for a few moments
to figure out what "it" is that is being activated.

By the way, what is a language package?

Perhaps

	Pleiades, which improves Eclipse's Japanese language support,
	needs to be activated in the Eclipse configuration file before
	it can be used.

By the way, why would anyone ever say "no" to this prompt?  Could it
be eliminated, or should there be some words of caution to help the
reader figure out the right answer?
