The synopsis should, IMO, be descriptive rather than an expansion of an
initialism. Just as the package name is most often used in isolation
from any description, the package name plus synopsis is most often used
in isolation from the full description. So that pairing (package name
plus synopsis) should be as informative as feasible.

My suggestion:

    toolkit for building community-oriented web applications

The expansion of the initialism and the technologies involved are, to my
mind, of secondary importance, below describing the purpose of the
package, when visually scanning a list of package names plus synopses.

This could usefully be split into two sentences:

    OpenACS (Open Architecture Community System) is a toolkit for building
    scalable, community-oriented web applications. It is based on the
