The file being a .gz file depends on its size (dh_compress only
compresses files that are over 4k in /usr/share/doc).

So, the file name could change over time...

I think it is quite obvious to anybody that, if README.Debian file is
mentioned and there's only README.Debian.gz, the latter is the one to
read. As a consequence, I'd prefer not changing the template for this.
