Please note that, after discussion with the package maintainer, *all* debconf interaction was removed from the wine package. We agreed to continue the process for debian/control only. So, please forget about the *.templates.master proposed changes and just focus on debian/control. Of course, the process will then be closed as soon as we report the bug suggesting changes to debian/control.
