I think both are incorrect.  It would be "to completely understand" (or,
if you want to avoid people complaining about the split infinitive, "to
understand completely").  The "completely" there is not needed, and
would make it sound awkward if the infinitive isn't split.  "exactly"
implies some sort of preciseness, whereas "completely" implies a
totality.

"segmented-rings" needs no hyphen, unless this is a single mathematical
concept, which it is not, AFAIK.  However, a comma should go between the
two adjectives.  Also, it should be "representing" not "representating".

So it should be:

  Allows you to understand your disk usage by graphically representing
  your filesystem as a set of concentric, segmented rings.

Note that a package description should probably use complete sentences,
in which case it should be:

  Filelight allows you to understand your disk usage by graphically
  representing your filesystem as a set of concentric, segmented rings.
