Download is a verb, but it's also used as a noun quite a lot; however I
don't think the noun form is that appropriate in formal written English.
"Protocol for files to download" sounds wrong too, since the protocol
is something that applies to the downloading process, not the files
themselves. My suggestion is "Protocol for downloading files".
(If you did want to use the noun form then it would
"Protocol for file downloads")
