I can agree this is not the best wording. What this paragraph is meant to say is:

racoon does two things with this file:
1) for every SA racoon has negotiated it adds (appends) an entry into this file;
2) if racoon is given -B option it loads this file while starting.
Racoon [at present state/ at the moment] do not provide any means for removal/change of entries in this file, so such tasks should be made manually [by admin or by custom made scripts]. These tasks should be performed regularly or backup file will grow and fill filesystem.

For the i10n-english list, here is the original from racoon.conf(5):
     path backupsa file;
specifies a file to be stored a SA information which is negoti ated by racoon. racoon(8) will install SA(s) from the file with a boot option -B. The file is increasing because racoon(8) sim ply add a SA to the file at the moment. You should maintain the
             file manually.

Suggestion:

	specifies that racoon should store negotiated SAs in _file_. This
	is intended to be used to restore SAs when racoon starts with the
	-B option. Note that racoon does not currently remove expired SAs
	from this file; you must do so manually.

Hmmm, better, but still awkward. Hopefully i10n-english can beat it into something that sounds nice.

[btw: you may want to submit more stuff to i10n-english.]
