Bug#286401: console-data: New keymap file for Dutch AT keyboards

Please consider the attached keymap file as a replacement for the
current Dutch keymap in /usr/share/keymaps/i386/qwerty.

I have created and tested this keymap using a Dell keyboard connected to
a Sarge system. I also checked this layout with two layouts I was able
to find on the internet.
All keys are now defined correctly.
All keys now produce the expected results, except for:
Key       Keycode    Definition
AltGr-4   5          onequarter
AltGr-5   6          onehalf
AltGr-6   7          threequarters
AltGr-]   86         brokenbar

These keys produce some accented characters. I checked the definitions
in the output of 'dumpkeys' with the definition in 'man iso-8859-1', and
these seem correct.
I have no idea why these keys should not produce the correct charcters,
but I expect it to be a bug somewhere.

I have left the severity at normal as the current keymap is quite broken
for some keys (as indicated in the comments for the current keymap).
I have bumped the version in the file from 0.0.0.1 to 1.0.0.0 as all
keys should now be defined correctly.
