see http://en.wikipedia.org/wiki/Flemish_dialects which explains that the 
'Dutch as spoken in Flanders' is actually not a good definition at all 
wrong. 

Basically it is often used as an umbrella-term for 'Dutch dialects spoken in 
the Dutch-speaking reagion of Belgium' (but that's a rather meaningless 
classification from a linguistic viewpoint).
