Needed review after an encoding conversion (chinese file)

Hi all,
we had some problems with the recent announcement of new mirror in China:
while the html file was correctly generated for zh_TW and zh_HK, it
returned some errors for zh_CN.
Now we think this problem is fixed, but - as no one of us is a native
chinese speaker - we'd appreciate a review to be sure to have not messed
up the text. :)
