Those are just the templates that exist for every language, aren't they?
http://cvs.debian.org/webwml/french/po/?cvsroot=webwml for French, for
example. Those used for the most used words (like <stable>, ...).
PS: I have to write some wml2po and po2wml scripts, in order not to use
po4a on files I modify by hand.
