No, the initrd on the second floppy is present in compressed format and
will be decompressed as a ramdisk into memory, and is there used as
read/write root filesystem afterwards. At that point, you can even
eject the floppy, which is not used anymore.

The "rw" in the list of boot commandline options is only used for the
ramdisk, not for the floppy. The floppy can stay write-protected at any
time.
