No, but you can install Smart Boot Manager (SBM) on a floppy, boot it
and try to booting from CD using SBM. You can download SBM here:

http://btmgr.sourceforge.net/3.7/sbminst-static

However if the BIOS can't access the CD drive at all, SBM won't help you.
(SBM is for old machines which can read their ATA CD drive from BIOS,
but can't boot from it)
