On a harddisk installation, useradd -m copies the skel files into the
new users homedirectory. That's what the directory /etc/skel is
normally used for.
On Knoppix, the copy is done on-demand when you start X,
the script for doing this is /etc/X11/Xsession.d/45xsession.
