Well,
mknod /dev/fd0u1722 b 2 60
fdformat /dev/fd0u1722
mkdosfs /dev/fd0u1722
should do the trick on Linux.

But el torito ONLY supports 720kB, 1.44MB and 2.88MB floppy images, no
other formats possible. So, using an overformatted floppy image is
apparently not an option here.
