Bug#1118137: missing linux-headers-6.16.12+deb14-common in repo

Hi,

generally upgrading linux-image-amd64 and linux-headers-amd64, the 
kernel, kbuild and headers get upgraded.

Upgrading from linux-image-6.16.11+deb14-amd64 just upgraded the 
linux-image because linux-headers-6.16.12+deb14-common is still not 
available.

I don't know if it would be possible to stop upgrading the kernel if the 
headers are installed but can't be upgraded, still it is a bit strange 
that linux-headers-6.16.12+deb14-amd64 is available but not 
linux-headers-6.16.12+deb14-common.

This could break a system if it depends on some modules that has to be 
built.
