Bug#1114857: Switch default initramfs builder to dracut

The kernel team has decided, together with the dracut maintainers, to
switch the default initramfs builder to dracut during the forky
release cycle, and ideally quite soon.
This means that:
Depends: initramfs-tools | linux-initramfs-tool
will be replaced by:
Depends: dracut | initramfs-tools | linux-initramfs-tool
(with appropriate minimum versions). There is no plan to force a
switch to dracut during an upgrade, but new installations with d-i
should include dracut.
It appears that flash-kernel and possibly other packages will need to
be updated to support dracut. Those bugs will be added as blockers
for this one.
