Bug#1104489: Please include CDROM support in the generic-cloud image

Hi,

tl;dr: we need CDROM support in the cloud kernel for the OpenStack configdrive

Longer version:

In OpenStack, the metadata of instances (ie: VMs) can be transmited through a
configdrive. This may be used to replace the metadata web server that operates
over the link local address. This option (I mean, the configdrive) is much more
reliable than the metadata server, and is often set by default by cloud
operators. FYI, in our public cloud at my company, We do that, as this is less
prone to issues in images that sometimes, fail to fetch metadata from network.

Unfortunately, the curreng generic-cloud kernel lacks CDROM support (if I am
not mistaking), meaning that one has to use the non-cloud image, which is much
bigger, and therefore: slower to stream from cold storage, like swift, where
is typically stored images (often, with rotative slower drives).

Combined with #1104426 (which also needs a fix, btw), not having CDROM support 
also means that currently, IPv6 only VMs do not work with the generic-cloud
images. IMO, both this bug and #1104426 needs urgent fixing.
