Justification: breaks the whole system

Dear Maintainer,

Trying to boot 6.1.0-27-amd64 / 6.1.115-1 (under the current Xen
hypervisor xen-hypervisor-4.17-amd64) led to a hang at boot whilst
trying to bring up network interfaces. I was able to boot into the
previous kernel from 6.1.0-26-amd64 / 6.1.112-1 without problem. Here's
a brief excerpt from syslog that caught my attention:
