Microsoft asked to Backport further changes to the Microsoft Azure
Network Adapter.  This includes bug fixes and arm64 support.

Requested where:

- 40a1d11fc670ac03c5dc2e5a9724b330e74f38b0 (arm64 support)

The backport is done as bulk backport to minimize risks associated with
it and all changes are limited to this one driver.
