nfs-common: nfsref(8) binary is missing. nfsref(8) is used to
configure NFSv4 referrals, so access to a directory can be forwarded
to another server.

As Chuck Lever (NFS kernel maintainer) the refer= option in exports(5)
is depreciated, and bullseye should ship nfsref(8) by default.
