My bad, I referenced the meta package which depends on the 'actual' package:

So just DL that file and do (as root or with sudo):
apt install ./linux-image-6.5.0-0-rt-amd64_6.5~rc4-1~exp1_amd64.deb

There's no need for that

You can remove those. The file has '~exp1' as it was uploaded to experimental
in the past, but it's not available in current experimental; only on snapshot.d.o
I do assume you have 'trixie' in your sources.list
