Bug#1053972: Static network settings cause same IP to be assigned to all devices

Dear Maintainers,
On a machine with multiple network interfaces (one internal and one
external/USB), the following configuration brought up a static network
configuration under Debian 11 (bullseye) and the machine could be
connected to remotely via its primary (= internal) interface:
/etc/initramfs-tools/conf.d/ip:
IP="192.168.1.13::::::none"
After upgrading to Debian 12 (bookwork), the system could not be
reached remotely anymore. Apparently, the same IP and network
configuration is now assigned to all interfaces.
Specifying a device in the configuration fixed the issue:
/etc/initramfs-tools/conf.d/ip:
IP="192.168.1.13:::::eno1:none"
It would be great to have the old behavior restored.
