Bug#1033036: linux-image-6.1.0-6-amd64: v6.1+ regression, PCI power management and mhi-pci-generic failure.

Dear Maintainer,

PCIe cellular modem device:
  71:00.0 Wireless controller [0d40]: Foxconn International, Inc. Device e0b1
fails to initialise with Debian kernel versions >= 6.1. and upstream kernels up to v6.2.5.

Running lspci or attempting to bring the device up through ModemManager
causes the included error message loop in the dmesg buffer.

Device is fully functional with Debian kernel version: 6.0.12-1 from
package: linux-image-6.0.0-6-amd64, and earlier v6.0.* versions.

This error pattern repeats continuously...


Tried:
- Unload/reloading mhi* modules has no helpful effect.
- Manual device reset and power state changes by writing to appropriate
  locations in /sys/bus/pci/devices/ does not fix or helpfully affect the issue.

I think something changed with PCI power management in kernel v6.1+
which is causing the problem, but the Debian changelogs seem to
indicate that problematic changes have been reverted.

So, I'm not sure what the problem could be at this point. The problem manifests
identically with every version 6.1 Debian kernel and vanilla kernels upto
version 6.2.5.
