Revising the kernel team's bug handling policy



I've been reviewing the Debian Kernel Handbook for outdated text, and
found some problems with the bug handling policy.

Since this is supposed to be authoritative, not just informative, I'm
requesting team members to review this before I make the changes.  I
don't think there should be anything controversial there though.

The main changes I want to make are:
- De-emphasising bugzilla.kernel.org as upstream bug tracker, and
  referring to mailing lists and bug trackers in general
- Saying that where the upstream developers expect bug reports to
  a mailing list, it's the maintainer's (rather than submitter's)
  reponsibility to forward it there
- Documenting how to find the mailing list(s) or bug tracker
