This is not a general problem with exFAT.  Although exFAT timestamps
are usually in local time, they are accompanied by the current offset
from UTC.  Unfortunately, the offset is optional information.

You can use the "time_offset=N" mount option to specify the offset for
timestamps where there isn't a valid offset stored in the filesystem. 
You should use time_offset=-480 or -420, depending on whether DST was
in effect.

Starting from 5.19, there is also a "sys_tz" mount option, which should
usually do the right thing.
