   * What led up to the situation?

     Attempting to implement RTS/CTS handshaking

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

     An Arduino board was used. The onboard CH340 chip has pins for RTS
     exposed. These were connected to GPIO pins to read the RTS signal
     and send a CTS signal to a terminal running on a PC.

     The terminal indicates a change of state in the CTS signal but
     is not prevented from sending data when the receiver de-asserts
     CTS.

     The problem was confirmed using both PuTTy and GtkTerm on Linux.
     The same hardware and test sketch were used consistently for all
     tests and the same problem does NOT occur on Windows so it appears
     that the problem may be related to the Linux implementation of the
     CH340 driver that is supplied with the kernel module.

     Other reports also suggest that XON/XOFF does not work either
     but I have not tested this yet personnaly.

   * What was the outcome of this action?

     The terminal contiunes to send data regardless resulting in data
     loss and garbled transmission.

   * What outcome did you expect instead?

     When CTS is de-asserted, the terminal should not only indicate
     the status of the signal but should also STOP sending data
     immediately until CTS is asserted again indicating that the
     receiver is ready to accept further data.
