Upgrading packages.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Booting with linux-image-4.13.0-1-amd64, version 4.13.4-1, then shutting down
(either from XFCE desktop, or with command 'halt')

   * What was the outcome of this action?
Services don't shut down completely. My laptop continues to run, with following
text at the bottom the screen:

At this point I have to turn off power to force a shutdown.
When I reboot and execute a 'service network-manager stop' command, it also
fails. The system becomes unusable after about half a minute.

The system should shut down completely. It works as expected with linux-
image-4.12.0-1-amd64

This bug was filed for a very old kernel or the bug is old itself
without resolution.

If you can reproduce it with

- the current version in unstable/testing
- the latest kernel from backports

please reopen the bug, see https://www.debian.org/Bugs/server-control
