Dear Maintainer,

*** Reporter, please consider answering these questions, where appropriate ***

   * What led up to the situation?

I wanted to install the linux-headers-amd64 package from buster-backports.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I ran the following command to install the linux-headers-amd64 package from buster-backports.

sudo apt -t buster-backports install linux-headers-amd64

   * What was the outcome of this action?

The package was not able to install. Here is the output of the command.

$ sudo apt install -t buster-backports linux-image-amd64 linux-headers-amd64

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 linux-headers-amd64 : Depends: linux-headers-5.10.0-0.bpo.8-amd64 (= 5.10.46-2~bpo10+1) but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

   * What outcome did you expect instead?

I expected that the linux-headers-amd64 package would install from buster-backports without any issues.

   * Suspected cause.

I suspect that the linux-headers-amd64 package from buster-backports is not install able because. The linux-headers-amd64_5.10.46-2~bpo10+1 depends on linux-headers-5.10.0-0.bpo.8-amd64_5.10.46-2~bpo10+1 but only linux-headers-5.10.0-0.bpo.8-amd64_5.10.46-4~bpo10+1 is available and thus a mismatch emerge and the installation fails.
