Bug#986863: linux: Serial terminal for RPi 4 and p400 corrupted during bootup

During the boot process of the Raspberry Pi models 4 (4 and 8GB) and
p400, the console starts working correctly, but as the vc4 video gets
initialized, the console gets corrupted.

It's not a baud rate change. HDMI output (both text only and with X
startup) works fine.

I am attaching two screenshots -- First one shows the issue booting
with kernel 5.10.0-3-arm64, second one shows the issue still appears
after upgrade to 5.10.0-5-arm64.

Other models of RPi are not affected by this. I am aware of #983338,
but it's a different issue.
