Bug#976278: src: Backport Google Compute Virtual Ethernet driver into Debian10

Dear Maintainer,

Google would like to have its cloud networking driver, the Google
Compute Engine Virtual Ethernet driver (GVE) backported into Debian 10 which is running on the kernel
version 4.19.

This driver has been accepted into the upstream Linux kernel
since version 5.2:

I filed this bug: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=964812 to get the driver configured in
future Debian releases.

We have used this driver with the 4.19 kernel internally so I believe it works quite well and shouldn't be
significantly difficult to backport to 4.19.

Please let me know how we can go about getting this backport into Debian 10.
