You know guys,
my suspicion about why things get fixed so very reluctantly or sometimes
never at all has to do some thing with money for one part and the
social-contract on the other part.
I imagine it goes something like this: 'We need this very handy patch, can
you put it into the Debian-kernel? We pay you so-and-so much.'
Then comes the patch, that as a side-effect worsens the usability situation
for notebook-users quite drastically, some time passes on, it get reported
eventually, but nobody takes action in order to undo the patches, because
the the social-contract comes into power:
'Man, you cannot make us work for you, you did not do anything for us
either!'
So essentially this is the whole misery about Debian kernel and other poor
corners in the distribution, like non-free for instance.
I heard rumours already, that it can be quite difficult to impossible to find
people, who can actually do paid work for you, for instance in the
crypto-context. It seems logical that it is even more difficult to find some
guys, who do the job for you for free, but on the other hand if everyone
works according to his/her own interests only, what is the BTS good for
anyway?

Hello there,
the sleep/hibernate - resume problem in the kernel I mentioned, still exists
in the relatively new linux-image-5.6.0-0.bpo.2-...
It seems you would also have to do something about the bulls-eye testing
code-base, because this still appears in backports..
I have not tried out any current stable kernel-version yet.
