initramfs-tools hasn't been changed for a while, so the bug is probably
elsewhere.

I tried to reproduce this on unstable, with all the same packages you
have that include initramfs hooks, but update-initramfs completes in
about 15 seconds.

Please run this (as root) and send the output:

    mkinitramfs -v -o initrd.img
