Bug#951698: linux kernel 5.x does not work with disk encryption 4.19 works

Package: linux-image-amd64
Version: 5.4.19-1, 5.5~rc5-1~exp1
Control: notfound -1 4.19.67-2+deb10u2
Severity: critical
justification: makes system unbootable

When trying to unlock an encrypted disk it fails with error (the encryption was setup by buster debian installer).
libgcc_s.so.1 must be installed for pthread_cancel to work.

libgcc_s.so.1 seems to be still present and latest version.

$ dpkg -S libgcc_s.so.1
libgcc-s1:amd64: /usr/lib/x86_64-linux-gnu/libgcc_s.so.1
libgcc-9-dev:amd64: /usr/lib/gcc/x86_64-linux-gnu/9/libgcc_s.so.1
libgcc-8-dev:amd64: /usr/lib/gcc/x86_64-linux-gnu/8/libgcc_s.so.1
libgcc1: /lib/libgcc_s.so.1

This started happening after upgrading the system from buster to sid. With older kernel version from buster, th e system still boots without any problem.
