Bug#931260: linux-image-4.19.0-5-amd64: Boot fail IO-APIC timer syncing causes kernel panic

Justification: breaks the whole system

Dear Maintainer,

upgrade from stretch to buster (kernel from 4.9 to 4.19) makes the machine
unbootable. IO-APIC timer syncing issue with kernel panic, very early during
boot. apic=debug gives no clue. tsc=unstable as boot parameter doesn't help. I
can boot 4.19 only with noapic (like right now as I report the bug).

Machine has an old A8N SLI Deluxe mainboard. Bug looks like a regression of bug
#883294
