Bug#918498: /usr/share/initramfs-tools/hooks/keymap: Please ship in the kbd or console-setup package

initramfs-tools ships a hook for setting a keymap, which complains on
every run of update-initramfs without kbd or console-setup installed.
Please consider moving this hook to kbd or console-setup, so that it
doesn't run at all without one of those packages installed.
