Bug#941597: linux-image-5.2.0-0.bpo.2-arm64: Raspberry Pi 3B+: does not shut down (regression against buster)

Package: src:linux
Version: 5.2.9-2~bpo10+1
Severity: normal

With the backports kernel, a Raspberry Pi 3B+ cannot be shut down
or rebooted; the buster kernel manages that (but does not have sound).

I’ve captured the last couple of lines on the screen: the first two
are from sysvinit, three kernel ones follow:

Will now restart.
I: executing reboot "-d" "-f" "-i" regardless of check results.
[ 1168.343056] kvm: exiting hardware virtualization
[ 1168.352199] reboot: Restarting system
[ 1168.358391] Reboot failed -- System halted

Note I have the following firmware package installed:

ii raspi3-firmware 1.20190215-1+deb10u1 arm64 Raspberry Pi 2 and 3 GPU firmware and bootloaders

I know unstable carries a later one, but that’s not in backports.
Not sure whether that would make a difference. Currently, the
kernel is the only backports package I have installed.
