Hello Oliver,

I tried to reproduce your problem on v5.3 and there the problem doesn't
occur even without CONFIG_RTC_INTF_DEV_UIE_EMUL. The reason can be found
in

which got into 5.3-rc1. With this hwclock (from util-linux) still tries
to enable UIE (which fails) but reading out the date and time still
works.

I backported that fix to the buster branch, see https://deb.li/PDJ2 .
