Bug#931341: linux-image-4.19.0-5-cloud-amd64 does not have /dev/rtc, used by GCE images

Dear maintainer:
On a virtual machine running buster on Google Compute Engine, where
this kernel package is the default, I get the following messages:
google_clock_skew_daemon[1539]: hwclock: Cannot access the Hardware Clock via any known method.
google_clock_skew_daemon[1539]: hwclock: Use the --verbose option to see the details of our search for an access method.
Apparently this kernel does not have /dev/rtc and that's the reason
for the error message.
Installing linux-image-4.19.0-5-amd64 makes the error message to go away.
I infer that the -cloud images should perhaps include the /dev/rtc device(s)
for those images to really be a drop-in replacement for the "full"
images in cloud environments.
[ Not using any severity here, but I would expect this to be fixed in
a point release of buster, please upgrade to important if required ].
