Bug#914431: linux-headers-4.18.0-3-common: missing file referred in Makefile

Dear Maintainer,

a module couldn't be compiled by dkms with this specific kernel (for
information, it was the wireguard module). The compilation failed indicating
that it couldn't find the file "scripts/subarch.include", as referred in line
301 of /usr/src/linux-headers-4.18.0-3-common/Makefile (it is a "include
scripts/subarch.include"). This file is indeed absent from my system.

As a test, I simply tried to comment this include line. It happened that this
was sufficient for compiling the wireguard module. I suppose that the
subarch.include file is missing (or fails to be generated), even if it appears
that is was not necessary in my case.

I report this bug for linux-headers-4.18.0-3-common as it seemed to be the
place where lies the bug (at least for me), but it may actually be a wireguard
bug.
