I take it that this never got properly sorted?

The instructions URL (https://kernel-handbook.alioth.debian.org/ch-common-tasks.html#s-common-official) doesn't work anymore; could someone please suggest an alternative?

I have downloaded the .patch file, but need a steer on what to do with it please.
